Features of intermodal trains

The time, number of trains and the stop and departure location of the international intermodal trains arriving and leaving the border station must be notified to the customs in advance at the border station. The loading and unloading of imported and exported goods and articles on international combined transport trains, and passengers entering and leaving the country shall be subject to customs supervision. After the loading, unloading and handover of goods and articles are completed, the station shall submit the handover documents and business records reflecting the actual situation to the customs. If the customs inspects outbound goods and articles and finds that there is smuggling or is suspected of smuggling, it may notify the station in writing to unload the goods and articles to the place designated by the customs or transfer the relevant vehicles to the designated place for processing.

When the customs inspects the goods, the entry-exit station shall send personnel to be responsible for unsealing the vehicle seal, opening the door or uncovering the tarpaulin according to the requirements of the customs; Reseal the packaging of the goods. When the customs deems it necessary, it may conduct an inspection, re-inspect or take samples on its own, and issue a certificate for the name and quantity of the samples taken.

The customs shall affix the release seal on the cargo waybill or the baggage package operation declaration for the import and export goods and articles approved for release.

Before the goods for transit transport, after the customs have checked the relevant documents, goods and articles for no corruption, they will affix the stamp of "Customs Supervised Goods" on the cargo waybill, and return it to the station together with the customs seal for departure. Hand it to the train conductor, and bring it along with the waybill to the customs at the destination or exit.

If the materials, parts, tools, wheelsets, and bogies brought in to repair inbound and outbound vehicles are indeed used for inbound and outbound vehicle maintenance under the supervision of the customs, the customs shall be exempted from customs duties and value-added tax.

The materials used for sealing vehicles and railway transportation utensils (including tarpaulins) shall be truthfully declared to the customs at the station, and the customs shall inspect and release them without tax.

Inbound and outbound station staff and train crew members carry public items necessary to perform their duties and a reasonable amount of self-use items (including grain, vegetables and other foods) necessary for life, as well as beverages and food that are provided during the journey brought by inbound and outbound passenger trains, the customs inspection and tax-free release.

For tarpaulins, empty containers, etc. that need to be returned, the consignee, the consignor or its agent shall fill in the form. The "Certificate of Tax-Free Return" shall be sent to the entry and exit customs for signature, printed and returned to the station for tax-free return.
